    No, I'm told they are running late because of all the new changes they made this summer. Last year they were in July but I just asked about them and all they could tell me is that they haven't forgotten about them. smile

      Hi Wayne, well each year, we, all of the hubbers, get to vote in different categories for other writers here on HP (kind of like the Peoples' Choice Awards), then, all who win, get a golden accolade on their profile stating such.  It is fun!

      Yes, Wayne, I believe they should announce it in an email, maybe the HubPages Weekly email, I believe.  As Bill stated in his answer, he checked and they are behind due to all of the changes going on here.
