I see a couple of issues. In part, your hub discusses the pros and cons of using Marijuana...it's the "pro" part that the team probably objects to. Why not reduce the article to the damage this product can do? Also, you have too many white spaces within the article. Finally, much of what you have written is info that can be found in many places on the internet, so that eliminates the "originality" of your hub. Change the title and narrow it down to the negative aspects of Weed and you'll probably be OK.

I'm not sure either since the related articles seem to be very similar in terms of presenting info on drugs. You might want to change the title so it doesn't seem to imply a suggestion that a drug that is still illegal in many states is innocuous thereby encouraging people to try or cont. using it (I don't think it actually does this but an editor might).
It is pretty innocuous though, and getting on ballots as legal as finally people realize it's not the drug portrayed in "Reefer Madness." Maybe HP should get into 2018 and revise some of its standards.

The problem is the whole topic of the article. As cannabis is illegal in most states and most countries, Google Adsense will not allow ads to be displayed. That means HP might only approve it if you switch off advertising on it.

Why would you even waste your time on an article that is unlikely to get through and that you won't earn from?
@Natalie Thanks for the feedback.I am not encouraging the use or abuse of Marijuana.I simply wanted to present facts about the drug.
And it didn't come across that way. I think it was just something that an editor determined went against their rules. Unfortunately, as with other issues, things aren't applied universally or consistently across different editors and what is and isn't allowed. There are many articles on drugs and drug effects that have been written or updated in the past year that are on the niche sites and have ads. Just one example about ecstasy, something that seems far more problematic than pot -

The title alone seems minimally positive if not encouraging people to try the stuff considering it evidently feels so "magical". It's on Owlcation with ads enabled.
Don't be put off by the reaction to the article. In future, if there's something you want to write about that may seem iffy in terms of rules and there are examples that are featured on niche sites first make sure it's the best article it can be then fight for it with the team.

it was written in 2016 and is on HP but also has ads enabled. Seems more encouraging of using it than anything your article suggested.
Just read my previous comment and realized you might misinterpret it. "And it didn't come across that way" meant your article didn't seem to be encouraging use not the opposite if that makes sense. Sorry.
Jeff, considering your profile pic, I was kind of surprised and disappointed with this. Is this really how you feel? I doubt it, and I think the reasoning is weak and a waste of time.
Speaking of a waste of time, I think you should listen to theraggededge on this. Even if it does get through the ads will probably be turned off and it is not worth your time.
Instead of fixing it, just scrap it and work on something else. (If this was an area I was interested in working on, I would try to write something along the lines of "Why you should never smoke marijuana laced with PCP". At least it would be honest.)
edit: not sure how well that last title would fly with HP though. They are trying to stick to the Google headlines, so this subject is best avoided.

If you had a picture of your gun, I would assume you are into gun rights. If you put a picture of a marijuana leaf on your profile pic I would assume you are into pot. You put a picture of a Rastafarian on your profile. If you do not support the concepts of Rastafarianism, that is not a good choice for the image you want to project to the rest of the world.
