I received a notice saying that I had not had adsense impressions in six months, and my account was disabled. Is there a method to re-enable it? Hubpages still says my Adsense account is active.

Since 7th January there has been an issue and I have not had any ads showing in the adsense space at the bottom of my hubs on niche sites as well as hubpages since then. The HP team know about this but have not been able to come up with any solution up until this time but it does mean that anyone who opts for adsense only will not be getting any income from those sites unless they are enrolled in the HP Ad program.

But even if this is the case, you have brought up a good point as if you don't have any other earnings from your own sites and then you don't earn any from HP it is likely they will shut down your account. This is another reason I hope HP staff will take another look at this issue as it starts to affect more people.

As I understand it, not everyone's adsense account works like this at present so it seems that not everyone is affected.

What do your Adsense statistics look like?

You need to log into your adsense account and see if it is still working, and if not find out why.

My Adsense is "under review" right now.

Maybe it's because your profile only shows 10 hubs.

My Adsense account reports, "This site (Letterpile) hasn't shown any ads for at least 4 months. Make sure you place ads on your site before Oct 17, 2019. Otherwise, It will need to be reviewed again."
Matt replied to an email I sent him about this situation, and he said they are aware of it, and have tried to get Adsense to correct it, but they haven't corrected it. Matt also said in the email that the bulk of the revenue comes from HP Ad Program, so don't worry about it.
I sent an email to Adsense requesting a review. The Adsense notice went down for a while, and now it is back up.

Is Matt a moderator? Where can I contact him?

Who is Matt? I need to talk to him too I think. How many articles do I need for adsense to approve my site?

If your Adsense is 'under review', you don't have an Adsense account.  Hubpages can't help with that.
