Use existing Hubs to answer a request
I'd support this too.
It seems that many requesters are too lazy to search hubpages for existing hubs, and it would be great to refer them to an existing hub.
Many of the requests are also very vague, meaningless.
Almost as if they were put there just to get the numbers up!
Could we have the ability to flag a request as substandard
