    Dear Akano,
    Thanks for asking this intelligent question. There is an African saying that says "it takes a whole village to bring up a child".
    In a normal setting, parents are to blame for bringing children into the world where they are not prepared to take care of the child.
    But, however, government plays significant in the high prevalent inccidents of child abuse in Nigeria. A reasonably wealthy parents with two kids for instance can easily be made poor by high insecurity in Nigeria. My neighbour who works in an established firm in Nigeria was attacked by armmed men on his way back from the office and died in the process leaving his 'house wife' with two babies. The rightness of being a house wife is not the subject of discussion here.
    This woman was made to frequent the head office of the late husband for over three years before she finally gave up on trying. In the first place, if our security agents are doing their work, that man may not have been attacked. In similar manner, if youths were to be productively engaged, rubbery wouldn't have been an option.
    Again, if law enforcement agencies do their job, the plight of that widow would have been heard as she made frantic attempt to seek redress in the law court.
    Now, under this scenario, if that woman send the children to an ill-equiped school or even make them help her out with her trade during holidays, would the woman be entirely blamed?
    The debate of whom to blame can go on and on but the weight of the evidence is against the wicked leaders that only beleives in 'dirty' politics
