Do you mean how to sign up for Adsense? You can just go to Google's Adsense page and click where it says "sign up," then put your info in. It takes a few days sometimes to get approved. It greatly helps to have a fully developed website on your own domain first, but you can also conceivably use your Hubpages account (or so I hear) if you have a lot of high quality hubs. If you don't have a site or any content up, then you're unlikely to get approved.
If you are trying to add here, there is no point until you have written some hubs. I had to have 10 published hubs before it was approved. You also need to then have some photos on each hub. There ads match up to the traffic demo graphics of the people who come to read your hubs. To improve all for receiving pay, you have to start by witting quality hub articles.
