    Simple the USA.
    The Hiroshima bomb killed around 150.000 civilians in one go. That's plain murder. In a war you fight against soldiers. The bombing of Hiroshima killed families, babies,children,women,disabled people, people who where no threat to the world.
    But as always, the winner gets away  with murder.

      Japan's biowarfare research unit experimented on Chinese, committed the rape of Nanking where 100,000+ died, killed so many Koreans that you still can't give a Korean a business card with Japanese on it.

    The Japanese didn't surrender after the first bomb, delayed surrender until after a captured American soldier said "oh, I don't know how it works but they have 60 on the runway ready to go".
    The nuclear bombing of Hiroshima and Nagasaki is estimated to have saved five million American and millions of Japanese lives, because we'd have had to invade while they were telling women to sharpen sticks and fight to the death to not be raped to death by American soldiers (a lie to motivate them to fight).

    So the hundred thousand or so killed in the bombing prevented 20 fold number of Japanese from dying, as well as several million Americans.

    I don't know whether or not the bombings in Japan can get credit for stopping the Japanese atrocities in the Philippines and China, like the Rape of Nanking.
