The power is concentrated? How is it concentrated more than if she wasn't technically an employee, albeit one that costs the nation nothing? She remains his daughter, after all, and has his ear any time she wants it either way.
As do his sons (while running his businesses - including taking secret service all the way to Dubai for a hotel opening.) No conflict here - move on.
