Rush Limbaugh is first and foremost an entertainer, as he often says himself. He gets his popularity through expressing the opinions of the conservatives who are otherwise ignored by the media.
Therefore, he is only the mouthpiece of conservatism, and not the leader of it. He would never run for office, in my opinion, because he has too good of a job right now.
Rush has been around since Reagan lifted the biased veil of “fair” talk. I agree with Comp, Rush is having a blast making a ton of money while ruminating over the vast double standards to the left. While Rush is a deft, shrewd businessman, he is not politician material.
