Those who ask question, do not answer on others question . . . Why??
Because some are only here to get a badge/accolade on their profile page. They keep asking questions but that's pretty much it for their involvement in the Answers section of HubPages.
On the other hand, there is no requirement that you have to answer questions of others before people should answer your question.
I believe what you're asking is, why people that ask questions here, don't generally answer other hubber's questions. I think that hubbers generally fall into two camps, those who like to ask questions and those who like to answer them! While I prefer to answer them, I have asked a few. I'm sure that most hubbers do both, but it is usually lop-sided based on preference and not 50-50.
