It means democracy doesn't exist. It's their way or the highway!

This means that if you fight city hall -- city hall will come out the victor.  In other words, it is a waste of time to go against or oppose actions that are sanctioned by city hall.

It means that I might can't fight or change the earthly powers that be; but I have a Father who can.

It means  you have given up before you started. Fighting any bureaucracy is not easy. I have done it and I have won some and I have lost some. I have fought my city government over a whole they dug in the right of way in front of my house that they would not fill. It was filled.

I have won fights with the electric company, telephone company and insurance companies.

I have fought the federal bureaucracy on behalf of my son and won--took some doing, but I won.

You will not get results with one phone call. You will have to fill out forms, write letters and be persistent, but  polite. You will not with every fight, because you will not always be right. But if you are right, you can fight and you can win. It just takes time, lots of time.
