You can't be honest 100%, there are some circumstances that you need to lie in just because there is something worst that could happen if you told the truth! However, you should try your best to be honest most of the time... It's better, of course!
Biblically, it is OK to lie if it is a lesser sin compared to what is at risk.
For example, the soldiers come to kill someone, they ask if the person is there. If you lie, yes, it is mildly bad, but lying and saying no so that the person can escape and live is saving their life - a much greater good.
When is the best time to take a vacation? Complicated to answer due to un- foreseen circumstances. Best answer I can give since I just wrote a hub about lying. It is when it benefits someone else. For instance your kid has the stomach flu. Do you tell the truth and say you are going to be sick for awhile. Or lie and say you will be feeling better before you know it. It is according to the situation you are in that you may have to lie.
