The real problem is that the majority of the legislation is stupid and expands federal government power.
I'm pretty sure that, when China is deciding whether or not to like us, they couldn't care less about if we have trouble passing health care legislation or appoint someone to meet them or whatnot - they care more about how we're supporting Tibet.
