How do you get befriend new roommates you don't know that well when you tend to be shy?
Just realize that your roommate probably is having the same experience as you: you're both in a new place with new people. Talk about things that are great conversation starters in college like "what's your major," stories from high school, etc. Once you get to know each other better, it will be easier to form a friendship.

Try to find an activity or subject that you have in common. For example if he or she enjoys card games (just an example), set up a game. Also, remember some folks are more private than others so don't be offended if she/he doesn't appear to be real open with you right off the bat. Good luck.
