Talk to her...compliment something about her...ask her about something relevant around her (if your in school, ask her about the last test), just try to start a conversation...
See where it goes from there...

I don't believe this, for crying out loud, go and talk to her; or do you want to spend the rest of your life wondering.
if you like her, talk to her. She's probably just really shy.
If you don't like her, kindly ask her to stop staring.
