I think the question is directly dependent on your beloved.

If the beloved invites your love, you will be most romantic despite the time of day.

I am an evening person. Something to do with the dark, candlelight, just seems a more romantic time to me.

it depends on the person, romance is not something you plan
especially if you are with the right person, getting your groove on
at any given moment.......However, Evening is more of a romantic setting, as the sun goes down,
               as you relax,
not a care in the world,
and you do what you do best
               getting your groove on.

I gotta vote romantic all day. Friskiest in the morning if you're looking for that.

At night is when I am most sappy.

Fortunately it happens to correspond with my girlfriend's sappy-time.

If...by romantic...you mean sexually aroused...I would have say that that is none of your business!

I don't mind whether it is morning or evening but i love it if it is gloomy specially just before it start rains.  Dark clouds and cool breeze that is the perfect time for romance.

@David99999.  David, by "romance" we generally mean the moments of sweet feelings of companionship with our beloved.

Just before 12am.  That's when the werewolves come out.                .

If baby doesn't wake up and spoil it -- morning. Those are the times we're able to just lay in bed and snuggle and talk about anything and everything without fighting sleep. Great time for other things too, but it always starts with the snuggling and talking tongue. There are many, many perks to being self-employed.
