Being treated as, spoken to, and respected as a capable, intelligent, grown-up, strong, and equal human being and adult. That shouldn't really be a "compliment", but since it happens so rarely for SOME people (and even for those who have not been a "girl" for quite some time) it actually is.
"You are not like anyone else I have ever known. " Then tell her why you think she is special. For example " You are so much fun!" or "You are so easy to talk to". Let her know you think she is different from all the rest.
