Sex is physical and love is emotional/mental. You can have sex and not be in love, but sex is more powerful/sacred when you are in love. There are many different types of love (family love, friendship love, romantic love, etc.)
Love is an emotion and sex is a physical act.
You can fall in love with someone you've never had sex with and you can have sex with someone you care very little about. You don't have to have one in order to have the other. However it's great if you do!
