There are two schools of thought on this.
    1. If she's in a relationship she is "off the market".
    2. If she is (not married) she is still available to court.
For all you know she may have a crush on you and is dating someone else because she never knew you had feelings for her. On the other hand it's also possible she is madly in love with her boyfriend and would be shocked to learn that (you) her "platonic friend" has a hidden agenda or crush.
As her friend hopefully you'd have an indication of just how serious she is about her boyfriend. If she's "emotionally invested" expect to be rejected.
Ultimately only (she) can determine what's right for her.
You'll never know where you stand unless you give it shot though.
Once you know for sure respect her decision and move on.

      I'm saying: Life is short!
If you really believe she is "the one" for you then you owe it to yourself to find out if the feelings might be mutual.
Have a talk with her and see whether or not she's emotionally invested in her relationship.

No, it is a violation of boundaries. How would you feel if someone was trying to seduce your wife or steal your girlfriend?
