"PEPFAR" is not what was done in Uganda. There has been a massive increase in use of Condoms in countries such as Uganda which have successfully reduced HIV infections.
But as to your genocide remark LondonGirl you are basically saying the same for US policy regarding the prevention of HIV and AIDS in Africa because they are basically the same as the Catholic Bishops in Africa.

The story was from the Telegraph on Feb 11, 2009, stating that a Vatican spokesperson had unequivocally endorsed the theory of evolution.
But regarding the birth control bit -- I do realize that many American Catholic clerics openly advocate ignoring the ban on birth control; but the Vatican's position? I can't find any notice of it having changed.
I'm pretty sure they did--I believe it may have been even close to a decade ago. Growing up as I did, I guess I have been attuned in some odd way to news about the church.
