Lemon is said to be a natural skin bleacher. Apply lemon every day, and follow up with a good skin moisturizer.
I agree with Facelss39, try wearing sunscreen. You can also buy fade creams for the skin, but you'd need to keep your hands out of the sun for it to work. Another option is having laser treatment. I had some pigmentation removed from my face, via a Doctor who actually specialises in removal of broken capillaries. It was not invasive, and left no mark/burn etc to the skin, you can carry on with your day straight afterwards and wasn't expensive, laser would most likely give you the best results, but it depends on your skin type.
