It has always been the case that people can be as vain as they like and use all the creams, lotions, and scalpels as they want, but their necks will always let them down.  It is the way of the world that old age comes upon us.  With the abscence of The Dr, and his Tardis, that will always be the case, the best anyone can do is accept the reality of growing old, and stop making the cosmetics companies rich.

Hi, I think it is because of their posture, the way they stand, walk, the way they sleep, what pillow they use and of course some people keep taking care of their skin, but forget to moisturize also their neck. Exfoliating your neck once a week is a great way to keep the skin radiant. It also works wonders if you do it before applying your moisturizer.
Another good tip is to drink lots of water and once again moisturize twice a day.

would say yes. Saggy skin happens when your skin looses its natural elasticity. Moisturizing helps retain moister and elasticity. You would want something preferably with vitamin E.

The neck (along with the eyes) is often the first sign of aging to show. It is routinely forgotten about when many wash and moisturize their face. To promote the elasticity of the skin, regular moisturizing with an appropriate cream, oil or lotion is vital and incorporate upward massage movements in the application. Some natural chemical free greats to use are Jojoba Oil, Almond Oil, Coconut Oil, Apricot Kernel Oil, Avocado Oil and Olive Oil.
