It all depends on what you're looking for. Based on specs alone, the Panasonic Lumix is the way to go. You'd want to wait until the newly announced Lumix TS2 is released though.
The Olympus tough series is good, and covers a range of specs and prices.
You can't beat Canon's Powershot D10 for price and quality though. It's got great specs, at a low price point.

The alternative is to get a normal camera and waterproof it when required. I have the Panasonic Lumix DMC-TZ7 and when I'm surfing or swimming I carry it in an Aquapac case; they are low cost and high quality; I use my Lumix underwater a lot and I never have any issues, just make sure you following the instructions when using it.

In my opinion, the best waterproof digital camera is Kodak Playsport ZX3. It's waterproof,shock resistance, full hd,friendly user and valuable for money.
