Yes, for communication purposes. Cellphone nowadays are more of a necessity. Besides, it doesn't need to be expensive, just a simple one with basic call and text functions will suffice
Twelve year olds should be a responsible enough to have a phone that has limited service. Calling mom or dad, emergency calls, etc. is necessary and perhaps a few close friends. Just need a basic service on the phone.
In my opinion, it will be good if you do not give them cell phone at this age. But if they are usually going out, there is nothing wrong in giving them a basic model

Well, hmmm......I grew up in the 60's when we only had ground lines and pay phones. However, cell phones do offer the advantage of safety. If I were a parent these days I think I would want my 12 year-old to have a phone just for safety - the world is not the world we grew up in....
