Well, it depends on what the criteria is. If "best" = "cheapest/best deals" then maybe somewhere in eastern europe, or maybe Greece if you're willing to navigate the civil unrest might be the answer.
If you're talking about the best place to see history and art, then I would argue for Rome and Florence.

Bars - Scotland
Safe/clean/easy to get around - Vienna
Mix of old and new - Prague
Eating mussels- Brussels (no joke!)
It depends on whether you mean country or city.
The UK, if you can stand the weather, has a huge amount of culture and history with lots of castles and a stunning London, with museums and tourist attractions that will keep you occupied for a long time.
France has chateaus, which are quite different from the UK's castles, and Paris is a beautiful city with The Louvre for some of the finest art.
I'd combine the two as they are really well connected via train and plane these days.
When I think of touristy places, I think of places that will keep a tourist busy... and that is definitely Paris. From dusk til dawn you can find something to do - even if it is just relaxing in one of the parks.
Maybe think of Ireland. It's a bit expensive but there's also plenty to do for free. Galway is a buzzing city, great nightlife and loads of tradition right on its doorstep in Connemara. Dublin has the name for party capital of Europe while the rest of the country has the most stunning scenery. great for all sorts of outdoor activities.
If you are a woman, France or Germany. If you are a male, England or Germany.

It's hard to choose one. So far, I've visited Rome, Florence, Pisa, Venice and Paris. They are quite different so it's really up to personal choice. Personally I loved Paris the most and spent most of my trip there.
Loved the countryside of France - Ardeches looked awesome , Paris had a lot to do + Venice /Rome Bruges / Dublin however you need to experience the villages and small towns as well to really appreciate a place.
No place is best as they offer diferent experiences .
I love Cornwall & want to go back + Wales where I was born.
