What does responsibility have to do with driving a car?
Driving a car is a ability taught. Either by parents or schools. There is no correlation between a seat-belt and one's ability to drive said vehicle.
Ridiculous? It's freedom. And, as far as, YOU suffering financially because of it, isn't due to the irresponsibility of people who don't wear their seat-belts, it is caused by the irresponsibility of those who drive, which causes accidents that drive up rates.
It isn't my duty to absolve you of any consequences? Nor, could I, should YOU do something wrong.
In case you didn't know- it is the people who have emotional attachments to dead family members, for which, advocate new laws to strip people of their individual freedom of choice.
When you get into a vehicle, it is a choice to drive it somewhere and it is a choice to wear a seat-belt. The seat-belt itself has NOTHING to do with one's ability to drive the vehicle.
