I disagree with the foreshadowing. Non-whites were not seen as men at that time by most whites.
At that time, I believe one had to be an adult male, white, and own land to have any real say in politics or voting in general. By foreshadowing, I mean that the statement of us all being equal was made long before it was actually practiced.
