Actually rutley believe it or not I use to be a tire builder (as we were called) at a major tire manufacturer, and I count some where around 22 tires.
I only ever saw one that was stacked small to large, loader tire, backhoe, dump truck, car tires, etc. I wonder if someone's gonna jump out of it. It's probably a skeeter breeder too. It's in Elmer, NJ.

Not too many we hope, or he'll get 'tired out'. Give him a coupla' dozen - give or take the odd 'spare tyre' (UK spelling, also means 'overweight') and he should roll well down the highway, singing Willie Nelson's 'On the road again'.
