is there any way to block someone from commenting on my hubs?
yes..before publishing the hub..go to your comments capsule,click on edit and you can see an option 'comments must be approved before they are seen...some sort of..check that and save it
now you can moderate the comments by approving or denying them
if u don want the comments at all just remove the comments capsule

vydyulashashi has answered it right, but in my opinion you should not remove your comment capsule as it attract people to comment on it and of course it can assist your hubs score.
The best way is just make it in moderate-able, so you can sort which comment to show. hope I'm right
Why would you do a hub and not want comments? I tire of folks that approve only comments they agree with. It's good to be called out once in a while, you might learn something! Peace!!
Agreed, short of someone singling you out for abusive comments, criticism can be of the best teachers, if you are willing to learn from it.
