I follow a person only if I know that I will read his/her hubs, learn from this person and give my support in return.
Only if I've read one of there hubs from beginning to end. When I'm hub hopping I skim and skip a lot but if someone has really caught my attention then I'll follow them.
If somebody follows me I will follow them as I would feel rude not to do so.
I follow those writers who write useful, meaningful and informative hub. The information they provide should help others in making a right decision.
I follow anyone with similar interests.. or someone who has some real informative stuff.
They don't ask questions about how to chose who to follow.
