is there any way to put the "Submit a Comment" box above all comments?
There's no way that you, as a Hubber, can do that on your own Hubs.
I think what you're asking is, can the layout be changed so that the "Submit a comment" box always shows at the beginning of the comments, rather than right at the end.
Might be an idea - if you have a lot of comments, it's a long way to scroll down. But at least it makes a commenter look at what other people have said.
