   What time exactly does hubpages start paying cuz I have finally reached the $50 all time earning. And it's 28th.

      To get paid today, you needed to have $50 in your account on 30th April. The information is fully available in the FAQ.

            It differs for all of us since we are in different time jones. For me, it's usually around very early morning of the 29th. So probably late night of the 28th for European and African countries.

   Hubpages haven't paid me yet. I live in Nigeria. Is my country restricted from hubpages. Or do I have to wait a little bit.

      Go to balance history and check the amount in May 2023 (amount accumulated until the end of April). If the amount is below $50, then you should not expect a payout this month.
      
      Check also payment settings to see if  you've configured your PayPal account.

            Those screenshots are from the earnings reports. If you don't mind, you can post a screenshot from the balance history.
            
            And although your second screenshot shows you've filtered up to April 30, the third one doesn't. How do we know you didn't filter past April 30 in the third screenshot?

      PayPal accounts originating from Nigeria cannot receive money through a personal PayPal account. We tried to pay you but received an error code 3148: "Receiver's address is in a non-receivable country or a PayPal zero country." See link.

            You'll have to contact PayPal customer support. According to our records, you have a personal PayPal account associated with your HubPages account, not a business account.

   As other people have said, the latest payment was for the last complete month, which was April. HubPages pays via PayPal. Do you have PayPal  accounts in Nigeria?

   I have a paypal account. But lots of nigerians don't use paypal. They use bank transfer.
