   Of course you can cry. Emotion does not suddenly fail to operate because you are wet, and there is no reason to think that your body can no longer emit fluid just because your tear ducts are immersed in water. You might as well ask if you can pee under water. It's the same reasoning.

      If you've seen an empty pool and a spot of yellow liquid floating, yeah, humans can excrete liquids underwater.
