0It's hard to say how they decide but being one of the last will give you the advantage of hearing from others how it's working out for them.

Hows the new Ad Program working out for you?
I find it to be a steady earner, not a huge fluctuation unless I have just published a hub and then that is down to the rise in traffic from my friends/followers. I am loving it
