I think either can be used and will be fine in regard to proper grammar. I've read that when referring to a specific class of people, it is more common to use 'that'. In this case since you're referring to a specific group of women, you can use, 'women that made history'. But you could also use 'who' and be correct. If you are exclusively using the APA style, you would use 'who' when referring to people.
"Who" for people and "that" for objects is a good rule but there are many uses of "that" as a relative pronoun in literature. I play safe and follow the rule though.
