When they put pending on a new hub does that mean I'm the only that can see it. I have not put up a new hub since the change. This is the first.

No, I think it gets shared with your followers and on the hopper.  I get HubPages traffic to my hub right after publishing it, while it is still in pending.

The problem is it then doesn't seem to get indexed in Google for ages.  I have got my hubs indexed by performing a summoning charm on Web Masters tools, and you could probably ping it, but it is a pain.

I think HubPages should do something to sort it out, either figure out why the sudden delays to Google bots, or limit the pending to people who are new to the site, don't publish much etc.  A couple of things they could do is: if you had 5 hubs going thru pending without a problem, then you are most probably not a spammer, or if you have a hubber score above 85, or something like that.

It's not that I mind my new hubs going to pending for 24 hours, I've never had any problems getting hubs published and I understand the need to stop spam and spun content on the site, but the incredibly delay in getting hubs indexed in Google is very annoying.

I did go to webmaster tools to get it indexed. I sure don't like all the new ways of doing things on here now.

I don't know anything about Webmaster tools - what are they? I''m clearly missing something useful here!

Unfortunately, while this policy impacts genuine writers here, it seems to be having no effect whatsoever on the horse manure that is still being let through to publication.

Personally, I will not be publishing any new hubs while this asinine measure is in place.

I believe only a published hub can be viewed by others...

That's correct - only published hubs can be seen by others.

That includes pending hubs, however.  They are published and the use of the correct URL will take a reader to them.  If I try to see one your unpublished hubs it won't matter whether I have the URL or not; I can't see it.

The problem is finding the right URL; the hub will not be indexed until after the pending status is removed and thus will not show up in a search result.  HP knows it and provides links throughout HP to it, but that doesn't do a google searcher any good - they can't find the link without coming to HP.
