Because HP has programmed the capsules only for the .com domain.
Actually, it's because HubPages only ever joined one Amazon affiliate program, the USA one. Amazon runs all the different country versions of their sites as their own companies.
To join all those different Amazon programs means you'd have to qualify for and follow the rules for each separate program.
