That's classic reminds me of the time I got a threatening email from some hoser on eBay who was going to sue me for leaving negative feedback for the broken item he sent me.
He actually sent me an email and a letter from some homemade letterhead stationary with a lawyers name and address on top, the best part was he misspelled ATTORNEY and used only one T!!!

If you read CAREFULLY he said that the website uses keyword that has nothing to do with the real content of the page. Then this would be keyword stuffing scheme which is like SPAM but within the SEO world and then yes someone has the right to notify google.
Seeing that the person is threatening to sue I don't think they've got a grip on the real world. So it would be a matter of believing their opinion whether or not the site that is performing better than theirs is dominating a keyword that's not relevant to their keyword.
Indeed, if they are keyword stuffing, then contacting Google would work far better than contacting the alleged perpetrator.
He may sue if this keyword is a trademark or something like that but I guess he would have mentioned that point. So yes he's threatening, but that's usual in the business world, you can always try to intimidate the other guy it doesn't cost anything: I've been threatened myself in the past for domain names I deposited. I told them I knew the law but that I won't compete with them and after that they proposed me to buy the domains
It's always preferable for both parties to try to solve the issue without refering to some arbitrage which can be lengthy.

Just searched for one title of one of my hubs and Two of my hubs are in first and second place on the first page of Google. The word I searched was Catering Culinary Terms.

How would you get your hubs to rank number 1 on Google?Traffic is everything on HubPages and I had one hub that ranked 1 on Google (it sways between number one and two) and it drove a pretty decent traffic for the hub per day.
