Everyone has the power to call on God to bless someone. No human has the power to curse. Sure we can yell and scream all we want, but no amount of that will actually affect someone else.
We are merely human. God is the only one who can do anything beyond that.
I believe that life and death are in the power of the tongue; and those who do not guard their tongue and the words they speak activate curses. One person who was tired of people stealing from her declared that whoever stole from her would live in jail. A young man who stole from her landed in jail; and every time he was released, he would remain free for a few days then did something to be charged and returned to jail.It may be coincidental but I regard it as a curse.
I know that I am blessed because my grandmother told me I was going to colleg ewhen I was 9 years. I believed her; and not only went to college but excelled and used my abilities/gifts. When I look at the path of my siblings and friends, I realize that I am not better,just blessed. I believe the Word of God, and I delight to do His will.
Recently someone returned my camera that had been missing for two weeks. The story of where it was found was absurd; and the person wondered about a reward. I had no money to give; but I gave blessings, which is within my power through God. I spoke life to the young men and I will continue to keep them in my prayer thoughts.
God has given the believer the Holy Spirit to perform Godly acts, the performance is carried out by God through the believer, and it is never the believer doing the act from himself/herself.
There is only one Godly ability that is for the believer and for strengthening the believer and that is speaking and praying in the tongue of Angels also called speaking in the Holy Spirit, and is controlled and used at will.
There is no issue in this concerning outward cursing or blessing, but is a blessing only to the user, and is meant for self edification.
Biblically it's clear that every word we speak we are accountable for, and every word we speak is either a blessing or a curse, Derek Prince dealt extensively with this issue, and I have found that it is something which every person needs to deal with.
God pronounced a curse on humanity in Eden, and it is still valid today on all those who have rejected Christ, and even on some of those who have accepted Christ but then continued to do things that result in further curses having the right to 'land' in their lives.

Blessings and curses are very real, do not ignore them, that is Satan's best ploy, to persuade folk he doesn't exist or has no power over them.
