If Satan exists, who is more responsible Satan's existence, God or Man?
If Satan is real, did God not foresee what he getting into?
God has given us Godly and Satanic pursuits for us to choose freely and he steps aside and watches. As more percentage of people are lured by Satanic ways more, it is people to blame, rather than God.
It's definitely Man. Sinners outnumber the few who sternly defies Satan's intentions to conquer God's great creation and it's Man.
When I was a part of the working world… the rat race as it’s sometimes called; I would occasionally arrive late, or even miss a day altogether. I wouldn’t always have good reason and sometimes I wouldn’t go when I knew I should.
We are given a choice in everything we do. There are times when we don’t like the choices we have, but they are given none the less. It’s what we choose from among our choices that determine who we are and the level of responsibility we take. Satan simply exerted influence in the decision that led to sin… a bad choice.
To answer you question: we are always responsible for the actions we take. Those actions are the result of choices that we can and must learn to be responsible for. It’s the work that God has given us to do and it all boils down to who you listen to, and where you place your belief and trust.

According to the Bible, Satan existed long before humans.
Satan is not the 'ugly' persona people like to paint. He is an angel of light that is how he attracts so many, by beauty, not ugliness. If we raise a child who becomes an axe murderer or serial killer, chance are we did not see it coming we did not raise them to be one. So, no, God did not know because God offers free will with angels as well as with humans. Satan did not question God's power in Eden (he was no fool) he questioned God's integrity and right to rule the earth. Satan and his band of fallen angels chose their own path just as humans can do by free will.
Man, God may have invented right and wrong and brought Satan into existence if you believe in him, but it's up to man if he follows Satan. As God gave people free will to choose between right and wrong, so you can't then blame God if someone chooses to do a wrong thing just because he gave them the option as at the end of the day the person decided to do that.
