The best hubs are timeless, that is to say, they have reference type qualities.
If you write about a holiday, the best time to publish is about a month or so before the holiday, but make the hub relative to that holiday every year so people will come back again and again.
If you write about a specific event like the super bowl, it will only have relevance for that one event. So try to make it more appealing to general audiences like, "Cool superbowl watching recipes" so people will want to bookmark it and come back to it every year.
As far as time of day for publishing? I don't think it matters and we have a world wide audience and it would be difficult to publish for just one time zone.
I agree with Austinstar, it probably doesn't matter much as far as the time of the days is concerned.
If possible, I would publish two months before a seasonal event or holiday so the search engines can pick it up well in advance.

But I think usually people hub more in the holidays, so in the working days, the pressure is less, may be publishing a hub in the working day can draw a little more attraction.
In my opinion there would be no best time to publish a hub because hubpages is 24/7 all around the world. Your content however would be important I am a hubber based in the UK so most of my content is UK relevant so I would expect most of my page views to be during UK day time hours. As one of the above answers mentions the best hubs are timeless which would dictate general topics which apply to many people.

Yes, publish it as soon as you can in the day thus you get the benefit of having it available as soon as possible and it rises into the visibility range on the Topics section quicker...don't wait! WB
Yes, any time of day is best to publish a hub that you feel is complete enough to present to the world...and one that will have appeal year-round, or on multiple occasions.
I am not sure what your schedule is, but it is a busy time of year, so publishing one a week can be a challenge for me (writer, musician, mom...etc).
Trying to keep my score at least 90, and above (very competitive with myself)....so I try to keep more than one hub brewing, then keep publishing them. I has been a couple of weeks since my last one, so I am anxious to finish the one I have "on the back burner," since it is seasonal.
I think the best time of day to publish your hub is when you feel the time is right. Sometimes it may be beneficial to leave your article for a few hours and then return to it. Upon your return, re-read your hub, see if there is anything new you would like to add or change. If not, then it is ready to go. Publish and be proud!
This is a good question. I also start writing hubs these days, when i finish a hub, i publish it.
all i know is i published a hub over thanksgiving weekend and no one saw it. i think early weekday evenings is great for getting most views quickly.
The best time to publish a hub is once you feel you've done all you can to make it the best quality possible!

Do you publish in the morning, afternoon, evening, night or anytime ? Does publishing a hub at a specific time have any effect on the traffic or no difference at all?

I just completed a one year study of the best times for me (my time zone) to publish a hub in order to gather the most initial one day views. After 6 months on the site i've started the really wonder how many backlinks is a reasonable number to any hub, and really to a hub becoming successful? Or is it simply a lottery.What kind of figures do other hubbers consider?
