    Yes,if only for the remembrance of potentials. To acquire something, anything, one needs desire, initially, that is, so the New Year Resolutions list is a list of desire, a potential not yet realized, and also, in the deepest sense, areas that one needs to work on.

    I would say they are of value, as long as you mean these resolutions sincerely at the time you declare them. There is no shame in trying and failing, as you know. There is... well, not quite "shame," but stagnation, in not invoking higher standards for oneself and trying to meet them.

    Only if they are legitimate and not wishful or unrealistic. They should be goals that you feel you can attain, and things that you know you'll work for. Many people make resolutions every year that are either too much for them, or they're just too unmotivated to finish. So the value rests in whether or not they feel the motivation to do what it takes to get it done.
