Yes, they can. A lot of spam gets left this way though and needs to be deleted.

Absolutely! I've had visitors that left comments on my hubs. You'll have to have set your 'Comments' tab to accept comments not just from signed-in users, but visitors.

To do this, click on 'Comments' under 'my account'. Then click the 'show settings'
link. Check the 'No' Radio Button next to 'Only signed-in users may post comments'.

Yes, a visitor can leave a comment on hubs, but only if the hub author has configured it to allow guests to leave comments without signing in.

I believe that the default is to allow anyone to leave a comment.  You can configure the comment settings for all of your hubs by going into your "My Account" page, clicking on the "Comment" link and then going into the settings.

You can also configure the comment settings for each hub individually. If you wish to block comments from visitors who are not signed in, edit the COMMENT capsule in your hub and check the box that says "Only signed-in users may post comments."

I know that some Hubbers prefer to have only signed in users leave comments, but since I moderate comments, I allow anyone to leave a comment. If it's spam, I just delete it, and it never shows up.

I only have authorized comments from folks who have signed up to hubpages.

Many of my hubs have hundreds of views, but few comments. I figure that is why. I think we need to educate readers/visitors that signing up for hubpages doesn't mean they have to write for them, that it is ok just to be a commenter.  A nice compliment to any writer is a comment with a name on it, not Anonymous. It helps us to keep track of our potential future followers, and puts a name to people who leave frequent comments here and there, but don't want to write hubs.

Yes, a visitor can leave a comment on hubs.  As a matter of fact, I am working on a legal case helping with behind-the-scenes investigations with another hubber from this site.  There is a man who has a website that is using our stories, not as links, but has presented them in downloadable form.  He has managed to stalk us some on HP and has been following our stories and trying to talk to our followers to discredit us as writers.  I wish there was a way to block visitors from leaving comments here if they are of a malicious nature.

Yes. But all the comments will be moderated by me to stop spam comments.
