No. A child does not start life with full morals. It is our job to teach them that. Evil is taught or ignored. An example would be serial killers. Almost 70% of them are abused in one way or another as children. Now a child can be born with mental illness. That however is not evil.
I agree it is a parent/guardian's job to teach morals, etc. "Bad" behavior is learned through observation or continual abuse. Parents or some authoritative figure sometimes need to play close attention to the behavior, reaction and words children use
Genetically they may be born with some type of mental disorder. But, it is the parents job to raise that child up in a home full of love and also to teach them morals. Unfortunately, there are just cases where the mental illness is overlooked, because no parent wants to admit that their child is not normal. Children that have behavior issues should immediately be seen by a doctor and be put into counseling. Parents, there is no need in trying to pretend your child is not indifferent. There are hundreds of thousands whom are. Please, get them the help they "deserve."
Although I'm not a neuroscientist, my general reading indicates that there are people genetically predisposed to violence, and perhaps evil. A psychopath, one who really does not care for other human beings, although he is able to fake it for manipulative purposes, is a perfect example. Was he born that way? He may have been. Scary thought.

I don't think there is such thing as good and evil. Just the belief that it exists. If man had not thought of it, it would not exist.
However.... I think that the things that people consider evil may not be evil to the person doing it. It's all about state of mind, upbringing, culture, and beliefs.
Are there people born evil? I don't think so. Ever seen a picture of Adolph Hitler when he was a tiny baby? Looks like a little angel. What sort of upbringing did he have to turn him into the 'monster' he was to become? What feelings of inferiority drove him to seek such power?
I would suggest that this was done by environment. Environment engenders thought, thought engenders environment; each is cause and effect. So you can well imagine that a little tot who is constantly subjected to a lack of love will turn out to be an unloving child and, eventually unloving adult.
So it isn't just a matter of parents being indifferent, cruel, calous and perhaps even sadistic, it also involves the thoughts of the child who is being subjected to this. If you can call such mental and emotional reactions thought.
A child has no idea that they are 'not their thoughts.' Indeed, a lot of adults go through their entire lives not realizing this. So thought begets thought begets thought, and the response is that more and more fear, hatred, and feelings of separation are layed down in the mind of such a victim (for they are victim's of victims - their parents probably knew no better) until we have a person who we would call 'insane.' That is, they have lost all feelings of human belongingness. They are, to use the biblical term 'cut off from the vine.'
So the opposite of love is not hatred, or madness, but a condition far removed from the love which is our essence. Its basis is not evil but fear.
