They're citizens in a free country. No one has to just as no one has to honor the US flag, but anyone has the right if he wants, and the law should protect him from harassment should he exercise it.
Can they? Yes. Should they? Absolutely not. The Stars and Bars stands for the defense of the ugliest part of our national character. It's a deep part of our history, to never be forgotten, but never honored.
No. It's a flag of treason.
But, freedom of speech and all, so knock yourself out.
If they want, they can do it. I have one that I use as a handkerchief.
