Do you think our government sees it as their duty to socially re-engineer America regarding race?
No I do not. However, many would argue that those in power within government prefer to re-engineer America with regards to money.
No, our economic system is based on competition, the government has the job of referee making certain that everybody plays by the rules I would revolt when goverment gave preferential treatment to the bougeosie.... I know that conservatives are comfortable with a Dickensian type of society but such a society would not last long and the affluent would not be spared the pain and disappointment. experienced by the masses.
What is power but the ability to make others do as you wish. To employ that power to reshape society as one would have it is a compelling temptation. Liberal political thought is Utopian and that requires social engineering. So yes, our government is a social engineer. Group identification and balkanization are essential to social engineering and so, yes, the social engineering government is a racially motivated government.

Aside from the impact on people who fail in life and wouldn't have a government to help them out, are their any negatives to a society that offers no social programs (in my thoughts this would be except disability)?
