GAO: Abortion-promoting groups got nearly $1 billion in federal funds

WASHINGTON (CNS) -- Six organizations that perform or promote abortion received at least $967 million in federal funding in fiscal years 2002 through 2009, according to a new report from the Government Accountability Office.
The report, made public June 16, looked at government funding given to Advocates for Youth, the Guttmacher Institute, International Planned Parenthood Federation, Planned Parenthood Federation of America, Population Council of the United States, and Sexuality Information and Education Council of the United States.
GAO had been asked for the report by Rep. Pete Olson, R-Texas, and 30 other members of Congress, including five senators.
"With the national debt over $13 trillion -- costing every American $118,000 -- we must apply strict scrutiny to every federal dollar allocated," said Olson at a June 16 news conference at the U.S. Capitol.
"That this tax money is spent by organizations that offend the majority of Americans (who oppose taxpayer funding of groups that promote or perform abortions) only further justifies the need for this alarming report," he added.
The GAO report showed the following government funding:
-- Advocates for Youth, $8.7 million.
-- Guttmacher Institute, $12.7 million.
-- International Planned Parenthood Federation, $3.9 million.
-- Planned Parenthood Federation of America, $657.1 million.
-- Population Council of the United States, $284.3 million.
-- Sexuality Information and Education Council of the United States, $300,000.
The totals for Advocates for Youth, International Planned Parenthood, and the Sexuality Information and Education Council covered the years 2002-2009, while the totals for the other three were from 2002 to 2008.
Nearly all the reported expenditures in the report (about $942 million) were by programs administered by the U.S. Department of Health and Human Services or the U.S. Agency for International Development. The remaining $25 million came from programs administered by the U.S. departments of Housing and Urban Development, Agriculture or Justice.
USAID also shipped "contraceptive commodities" valued at $7.6 million to affiliates of the International Planned Parenthood Federation during the time period studied, but that spending was not included in the total, the report said.
"Additionally, for federal fiscal years 2002 through 2005, complete obligation and disbursement data for awards made through USAID's overseas-based missions were not available," the GAO said in the report. "As a result, obligations and disbursements in this report may understate the actual amount of federal funds provided to the selected organizations and their affiliates."
The GAO noted that during most of the time covered by the report, the Mexico City policy was in effect. It required foreign nongovernmental organizations receiving federal funds for family planning to agree that they would not actively promote or provide abortions as a method of family planning in other countries. The policy was revoked in January 2009 by President Barack Obama.
Rep. Chris Smith, R-N.J., said U.S. funding of "the abortion industry at home and abroad" has significantly increased since Obama's election.
"When Obama shredded the Mexico City policy, he opened the floodgate of taxpayer funds to pro-abortion NGOs" such as the International Planned Parenthood Federation, Smith added at the June 16 news conference. "It is time for Americans and especially Congress to take a second look and defund" those organizations.

I do not think being poor, or having an addiction, should be a death penalty for the mother, or the baby. And don't you worry about what my responsibilities are pypy.

I think those organizations don't promote abortion, they provide options -- options is all, the women can have options -- to terminate and not terminate -- plus there are state laws regarding abortion,
The fact is even if abortion is illegal for example women still resort to abortion -- and in turn risk their lives by doing clandestine abortion performed by unlicensed practitioners or themselves, providing for a safe abortion mechanism is to protect the women's lives!
I think Obamas approving the health care for abortions is ok, I believe that it is in the best interest of women --- who maybe confused, having emotional problems during those times -- and they have criteria if the woman can avail of the health care etc.

This is ok, I pay tax to pay for the safe abortions of women -- as I understand the plight of women who are emotionally troubled in those times --

If a woman is emotionally unstable, do you really think she is in the right mind to allow her child to be taken from her in such a way? I did side-walk couseling for awhile outside an abortion clinic, and many women who went in their did not want to "terminate" their Baby. They were forced by parents or boyfriends, or phycologically misinformed about the decision. The women that had their minds made up had already had more than one abortion, and their broken hearts were hardened to the reality. There are also many stories of abortion prctitioners giving out false information to women who WERE NOT PREGNANT but still preforming abortions. Not to mention women dying on the table from this. These babies are individuals, humans, souls. They have rights that are being ignored simply because many young women made a mistake. counseling should be offered instead of abortion, and the emotional damage that abortions do to women is way worse than having to raise a child you helped to make.
That's my piece, I just hate to see a child die for no reason, and not by true- choice. I saw too many women come out of that clinic crying and in pain because of their decision.

Obama Administration Approves First Direct Taxpayer Funding of Abortion Through New High-Risk Insurance Pools

Scott Applewhite)(CNSNews.com) - If you want proof that President Obama's Executive Order on taxpayer-funded abortion was a sham, look no further than Pennsylvania, says House Republican Leader John Boehner (Ohio).
Boehner and other Republicans point to reports that the Health and Human Services Department is giving Pennsylvania $160 million to set up a new high-risk insurance pool that will cover any abortion that is legal in the state.
"The fact that the high-risk pool insurance program in Pennsylvania will use federal taxpayer dollars to fund abortions is unconscionable," Boehner said in a statement on Tuesday.
“Just last month at the White House, I asked President Obama to provide the American people with a progress report on the implementation of his Executive Order, which purports to ban taxpayer-funding of abortions. Unfortunately, the President provided no information, and the American people are still waiting for answers."
President Obama pledged that under his health care plan “no federal dollars will be used to fund abortions, and federal conscience laws will remain in place.”
In a May 13 letter to Health and Human Services Secretary Kathleen Sebelius, Boehner asked if her department has provided guidance to the states on how to implement the president’s Executive Order on abortion funding. Boehner also asked Sebelius if the new federal high-risk pools would exclude abortion coverage.
He says his questions remain unanswered.
"Millions of Americans care deeply about this aspect of the new law and its implementation, and no progress report is complete without detailed information about it,” Boehner wrote to Sebelius.
The conservative Family Research Council says the $160 million in taxpayer funds for Pennsylvania is the first known instance of direct federal funding of abortions through the new high-risk insurance pools.
The abortion funding for pool participants validates the arguments pro-life groups made throughout the health care debate – that taxpayer dollars will fund abortions, said Tom McClusky, senior vice president of the Family Research Council’s political action arm.

Yesterday, we visited the Pennsylvania high-risk health-care insurance program and its abortion funding.
In New Mexico, the new $37 million high-risk pool began enrolling individuals on July 1. They will start receiving benefits in August, including elective-abortion services, according to the state insurance department's website. Once a deductible is paid, 80 percent of the elective abortion is covered.
Douglas Johnson of the National Right to Life Committee tells me: "HHS has been hiding most of these high-risk plans, including the plan that HHS will administer directly in 21 states. Of the four state plans we've managed to ferret out, two provided coverage of all essentially all abortions — Pennsylvania and New Mexico. This is part of a pattern, under this administration, of making 'soft' rhetorical statements on abortion policy, but consistently promoting and expanding abortion through low-visibility administrative decisions. The administration's heavy funding of groups pushing a proposed new pro-abortion constitution in Kenya is another example."

In a statement to The Corner, House minority leader John Boehner, who has continued to press the administration on the continuing story of Obamacare's abortion lies, says: "In just the past 24 hours, we've learned of two states in which the new federal high-risk insurance programs created under Obamacare and approved by the Obama administration will use federal funds to pay for abortion, despite promises by the White House and Democratic leaders that no such funding would occur under Obamacare. These developments provide stark confirmation that President Obama's executive order last spring was little more than a political ploy to ensure passage of Obamacare by circumventing the will of the American people, who are clearly opposed to taxpayer-funded abortion."
Boehner adds: "President Obama and Secretary Sebelius owe the American people an immediate explanation, as do Speaker Pelosi and the leaders of organizations such as the Catholic Health Association and NETWORK, who claimed the law and executive order would not allow federal funding of abortion, despite warnings by the U.S. Conference of Catholic Bishops and others to the contrary."
