When is it time to end an unfaithful relationship?

He has cheated multiple time, always says he wont do it again but does, and he swears its different this time

The moment you are cheated on. Nothing ever changes and the relationship can never be the same. Preferably, you would be able to ask and get a truthful answer out of a person long before this happens as to whether or not they'll end your relationship before pursuing other people. You are owed that level of respect as long as you have made that clear from the start.

If someone cheats on you once they will cheat on you again. There are plenty of others out there who will be good to you.

Clearly {cheating} is a NOT a "deal breaker" for you!
If it were there would be no "multiple times" to deal with.
All the people in the world can tell you that you deserve better but until you believe that you actually do you'll keep on settling for what feels right to you. If you really thought (you) could do better you'd move on.
People who don't love themselves never have "boundaries" or "deal breakers". It's not about (him) anymore.
When we change our circumstances change.
