    Where do Human Rights emanate?

I think everyone would agree that a human being is born with certain rights.  My question is where do these Rights derive from?  Are they provided by government?  Do they come with the act of creation?  Any other thoughts?

There is no such thing as rights.  As with "God", it is a concept without basis in reality.  But, like the concept of "God", the concept of rights can be used to manipulate others.  Sometimes in a good way, sometimes not.

God did create humans, and he did endow us with certain 'rights' that we are allowed.
One example is marriage. You can get married without a marriage license from any state. All you need is the family history page from a family Bible, signed by two witnesses and your marriage info, and that is a legal document. You do not need any government's permission to get married. You may want the license for tax or other reasons, but you don't need it to be legally married.
Another example is having children. China is a serious violator of human rights by limiting childbirth.
