I planned to use ebay capsule on most of my hubs because they pay per click. As I don't have alot of traffic on my hubs and there are only 4-5 clicks per day on ebay capsules, but my EPC is always zero. I can't understand that whether it is natural or not..
Is there any change in ebay policy? Are they still paying per click or not?
Please give me some suggestions!!!

eBay has stopped paying since October 1, 2013. They paid till Sept 30 and stopped thereafter. I don't what prompted them to take such a decision. Anyhow I have stopped placing eBay ads on my hubs. I think there were some posts on this topic in the Forum. You can check it and update yourself.

I just placed a question about eBay/Amazon and eBay seemed get the most replies about dissatisfaction because of no sales or only selling avge. of 1-3 items/mo.
The rules have changed, they don't pay by click. They now pay commission on sales just like Amazon, with the same 24-hour cookie.
The snag is the auction format, of course. The buyer must bid within the first 24 hours. If they watch the auction instead (as many people will do) and return at the end of the auction, you get nothing.

What to gain by doing so? I haven't removed any eBay ads but stopped adding them now.
The fewer ads on a page, the better Google likes it. So, if I've concluded that an eBay or Amazon ad is non-productive for me, it is gone.
However Google places their own ads so in essence what Google does not like is competition....................
I've removed 90% of my ebay ads too. My traffic and adsense earnings have increased, and overall I'm earning more now than when ebay was still paying. So I thank ebay for helping me get rid of their near-useless ads.
The increase in traffic is probably a coincidence, but the Adsense earnings probably aren't. Visitors have a choice as to how they leave your Hub - they can click on another Hub OR an Adsense ad OR an eBay ad OR the back button, etc. If the eBay capsule isn't there to tempt them with a pretty picture, they're more likely to click on an Adsense ad.
However, does that mean you're not using the HP Ads program? If not, why not? Most people find it pays a lot better than Adsense alone.
Amazon and eBay now work the same way: you only earn when there is a genuine purchase.
I never bothered with eBay when they had their old pay-per-click model, and I still don't use eBay now that they are paying a sales commission.
I prefer Amazon. I do decently with sales, and I like that I can control exactly what products are advertised in my articles.
If there was a way to specify "Buy it Now" products from eBay, I might consider using eBay capsules, depending upon what the sales commission is. But because eBay uses a 24-hour cookie, if I'm advertising auctions that don't end for several days, there's no reason to waste valuable ad space on eBay products that I'll never make a penny from.
I am also using amazon capsule. For instance, if I have 300 daily impressions on a hub then a few should click on amazon capsule, but no one clicks on amazon capsule as per amazon records.

There is no "should" about it. People will click on your Amazon capsules IF they contain products that interest them.
So the reason is probably that you are not picking the right products.
I see a lot of people complaining about the eBay programme and the new payment system. I actually made more this Christmas on eBay than the previous year, the new system has worked really well for me.

I too made a lot more with eBay this Christmas than ever before. So much so, I am planning to go over hubs and add more eBay capsules in, when I find the time.
If the kind of products you sell are mainly sold as "Buy It Now" items, AND you do a good job of convincing your readers they need to buy, then yes - the new system does pay better. I'm finding my websites are doing better since the changeover, because I have all my ads set to show "Buy It Now" items only.
The problem lies in products which are mainly sold for auction, because the chances of getting paid for an auction win are pretty low under the new setup.
I was not aware of the ability to put "buy it now" products through eBay. Thanks Marisa, will definitely have to look into that.
